As far as I know that recent Windows versions (Vista & Windows 7) comes with sticky utility, but not Windows XP / 2k.
Stickies by Zhorn Software (http://www.zhornsoftware.co.uk) is a small but very powerful utility which lets you to record short notes on your desktop,
your notes will still be on your desktop even if your PC is restarted.
You may also save sticky document, or send the whole sticky note within your network like messengers.
